It's mounted on the side of the radiator shroud (often the mounting breaks) and its purpose is to monitor the levels of oxidizable gasses in the air stream flowing through the radiator. Once a set threshold value for the level of gasses is exceeded, the recirc flaps are opened until the noxious levels drop (at which time the fresh air flaps open again), but not to exceed a 3-minute time limit when heating or a 12-minute time limit when cooling. The system is designed with those time limits to prevent fogging.
